“When the weather is precarious, the car company will shut down Access-A-Ride. They tell me they do not want to put their drivers at risk,” she said. “But these car companies will continue to be on the road for their pay customers. That gives the impression that Access-a-Ride customers are not a priority and that that’s OK.”

In one case, a 20-minute wait stretched to an hour and a half. When she complained, the car service driver said that there were not enough of his company’s cars on the road to serve Access-A-Ride customers promptly.

Ms. Melendez also addressed misconceptions concerning Access-A-Ride customers: “People assume when you say ‘Access-A-Ride,’ that the service is for an older person who needs to get to a doctor’s appointment or go shopping — and even then, it shouldn’t be discounted — but there are more people that use it for many reasons, including employment,” said Ms. Melendez. “I know lawyers, professors and other high-caliber professionals that use this service.”

“If are getting high reviews from riders, then that should be taken into consideration when the MTA issues its contracts,” Malliotakis said. “Quality of service needs to be taken into account when the contract is issued. We want to be cost efficient but we don’t want to jeopardize service.”

“What’s the point of complaining?” asked one Eltingville resident, who wished to remain anonymous, fearing that service for her 33-year-old son with cerebral palsy could be impacted. “It’s the same nonsense with Access-A-Ride over and over again.”

The Eltingville resident recounted an experience with an Access-A-Ride bus in December: Her son, who uses a wheelchair, had scheduled a 3 p.m. pick up from a funeral service at a Staten Island cemetery, but the Access-A-Ride bus didn’t show up until 8 p.m., two hours after the cemetery closed, she said.

Their three-year contracts averaged $3,520,398. That’s too little to offer quality service, said Artie Grover, owner of Mid-Island Cars. He held one of the last series of contracts with Access-A-Ride, but bailed out last February when his contract expired and new liveries agreed to take the contract for less money.

“This is an injustice to many of the riders,” she said. “Customers have been eligible for years and all of a sudden they get dropped. Their conditions are not improving with age; I don’t understand how you were once eligible for the service, but suddenly not eligible any more.”
